MAX_PDBS参数用于限制创建插槽数量，即可以创建的PDBS数量。在多插槽数据库中，Oracle限制了创建PDB的最大数量，默认为112个，最大可达127个。
在Oracle11G以上版本中，PDB支持热交换，管理插槽变得更加方便，可以在节点的多个CDB中切换，PDB的最大数量应该根据自己的数据库业务需要，合理调整并设置好最大值。
正确设置MAX_PDBS：
1.如果需要在不影响当前正在使用的PDB的前提下，可以增加插槽数量，可以在实例级别设置MAX_PDBS参数，这样可以随时增加或减少PDB插槽数量；
2.从Oracle12c开始，可以从命令行或者sqlplus中，增加或减少PDB插槽数量，例如：ALTER SYSTEM SET MAX_PDBS=128 SCOPE=SPFILE;或者ALTER PLUGGABLE DATABASE MAX_PDBS=128;；
3.如果需要手动调整MAX_PDBS的最大值，可以使用如下命令：ALTER SYSTEM SET MAX_PDBS=128 SCOPE=SPFILE;，然后重启数据库实例即可。

This parameter can only be set while connected to the CDB root or an application root.
This parameter applies to PDBs, application containers, and application PDBs. An application PDB is a PDB that resides in an application container.
This parameter does not apply to the PDB seed (PDB$SEED), application seeds, or application root clones.
