Cause: The Data Guard broker encountered an error while attempting to read from the change tracking file.

Action: Look in the alert log for other messages preceding this one that will give more details about the cause of the error. In the absence of other system-detected errors, try doing a backup, restore or switchover operation again. If problems persist, contact Oracle Customer Support.
