ORA-13716: Diagnostic Package License is needed for using this feature.

Cause: The specified value for system parameter CONTROL_MANAGEMENT_PACK_ACCESS indicated that the Diagnostic Package was disabled.

Action: Modify the parameter value if the Diagnostic Package License was purchased.

ORA-13716代表诊断报告包许可证没有被找到。执行诊断报告时，需要验证有效的诊断报告包许可证，这样才能使用诊断报告功能。用户在尝试执行诊断报告的时候，如果没有找到有效的诊断报告包许可证，就会发生 ORA-13716 错误信息。

解决方法：

1. 检查当前Oracle实例是否拥有故障诊断报告包许可证，可以使用如下语句查询：

SELECT product, version, valid_from, valid_to, status

FROM cdb_license_max_versions

WHERE product=’Diagnostic Pack’;

2. 如果查询时没有找到故障诊断报告包许可证，就需要去Oracle官网进行购买故障诊断报告包许可证，可以https://www.oracle.com/corporate/Oracle从官网购买，安装完许可证之后再重新执行故障收集。
