ORA-17521: Instant Restore is not enabled

Cause: The initialization parameters for Instant Restore were not set.

ORA-17521：Instant Restore未启用错误消息的官方说明是，这个错误表明使用 Instant Restore 功能的请求尝试不成功，因为 Instant Restore 未在请求的数据库中启用或者由于内部错误而失败。

常见情况是，使用者尝试在没有设置 Instant Restore 的数据库上建立 Flashback Database，就会出现 ORA-17521 的错误。

正常处理方法及步骤是：

1. 使用建议的数据库 INIT 参数开启 Instant Restore 功能，如下说明：

db_flashback_retention_target：指定 Flashback Database 所需的时间间隔，以进行 instant restore；

db_recovery_file_dest_size：指定用于保存 undo 和 archived logs 文件的文件系统的大小。

2. 重启数据库，以使新设定的 INIT 参数生效。

3. 检查是否已正确设置 Instant Restore，可以使用 V$INSTANT_FILE_RESTORE 阅读视图，检查该视图中的 IS_ENABLED 列，应该设置为 YES。

4. 如果 Instant Restore 功能已启用，但还是出现 ORA-17521 错误，建议查找详细的 trace file，获得更多准确的错误提示信息，并进行进一步的排错处理。
